It is 1871: BC has not yet joined the 4-year old nation of Canada and many other provinces were still British colonies. Britain is becoming more reluctant to govern BC. San Francisco and the American Pacific states provide BC with a lot of supplies. These states have a cross-country railroad and are geographically closer to BC than the rest of Canada, but they may very well annex BC soon. Canada has promised to take on all of the economically struggling BC's debt and complete the Canadian Pacific Railway within 10 years, which would connect BC to the rest of Canada should BC join.
